Invites applications for the following position:
SENIOR RECORDS POLICY ADVISOR
Salary range: CI$55,128 – $74,136
The post holder will advise on statutory and regulatory records and information management requirements applicable to the entire Public Sector, as prescribed by the National Archive and Public Records Law, 2007.
Responsibilities include, but are not limited to:
• Analyse and formulate regulations, policies, procedures, standards, benchmarks, guidelines and manuals pertaining to information and records management requirements applicable to the Public Sector.
• Plan and monitor compliance with statutory and regulatory record keeping provisions under the National Archive and Public Records Law, 2007, Freedom of Information Law, 2007 and requirements such as the Financial Regulations under the Public Management and Finance Law, (2005 Revision) and Personnel Regulations under the Public Service Management Law, 2005.
• Provide advice to government agencies on matters relating to records and information management.
• Develop and deliver training relating to records and information management to government agencies.
• Participate in CINA’s Vital Records Programme, advising government agencies on the identification of vital records, and in CINA’s internal Departmental Disaster Control Programme and Continuity of Operations Programme.
• Perform other duties within CINA as required by the Director.
Qualifications, Skills & Experience:
The post holder must possess a Masters Degree in or relevant to records and information management from an internationally recognised university, with at least five (5) years work experience in all aspects of archives and records management, preferably in a government or corporate environment. The following skills are essential:-
• Understanding of the machinery of government and its complex records and information environment.
• Demonstrated proficiency in relevant aspects of records and information management, especially in the areas of policy and procedures development, records and information analysis, management of electronic records and records management training.
• Understanding of the standards and legislation in the field of records and archives, including Freedom of Information and electronic records.
• Understanding of information technology issues relating to records and information management.
• Supervisory experience of records and information management staff
• Ability to apply professional standards and ethical practices relating to records and information management.
• Ability to analyse, formulate, disseminate, and monitor record keeping standards effectively within the Public Sector.
• Ability to communicate effectively both oral and written.
• Demonstrated ability to exercise a professional level of diplomacy and discretion is essential.
• Ability to get along well in a culturally diverse environment.
Benefits will be determined in accordance with the Public Service Management Law and Regulations (2005), the Public Service Pensions Law, (2004 Revision) and the CINICO Health Plan.
