It<BR>is therefore tragic that legislation, about to be debated in Parliament,<BR>pays scant attention to the views expressed by many Aboriginal people during<BR>the consultations process of 2009. Income management will be expanded even further in<BR>an attempt to restore the RDA. There appears to be no attempt to develop<BR>legislation based on Australia's public support for the United Nations<BR>Declaration on the Rights of Indigenous Peoples.<BR><BR>Submissions to the Senate Inquiry from experts in human rights law, from<BR>large national welfare providers as well as Aboriginal organisations have<BR>raised serious concerns about the proposed laws, concluding that these new<BR>laws will not restore the RDA and do not meet our international human rights<BR>obligations.
