We have a rare opportunity to hear from a global expert in Participatory Budgeting who has assisted with and researched participatory budgeting across the globe.
Can you allow voters of a certain region to decide how their rates and taxes are to be used?  Will this lead to a more effective public administration of government?  Will it address social unrest?
What is Participatory Budgeting?  What is its experience in practice; what has worked & failed, what are its outcomes & impacts, what is its relevance to the future?
This is a good opportunity to determine how Participatory Democracy works with current urban planning issues.
Professor Giovanni Allegritti is from Portugal.  He is currently visiting Western Australia to work with The City of Greater Geraldton on their Participatory Budgeting planned for early next year. He will only be in Perth for a few days.

About the presenter:
Giovanni Allegritti
Giovanni is an architect, planner and senior researcher, focusing on Participatory Budgets and techniques for citizens’ participation to urban planning. He has worked with the EU on “INCLUIR – Participatory Budget as a tool for fighting social exclusion”; is co-director of the Ph.D. course “Democracy in the 21st Century” and coordinator of the PEOPLES’ Observatory on Participation, Innovation and Local Powers. For the World Bank he worked as a resource person in training (in South Africa and Senegal) and as an evaluator (Congo RDC), and is consultant of the Swedish Associations of Municipality and Regions (2007-2014) to support municipal participatory experiences in delivering public policies. He has been consultant of the world association of Cities (UCLG) for the Observatory of Inclusive Cities, and – at present – for a research on Citizens-based Monitoring of Public Policies. In Portugal, he coordinates counselling for the Youth-Participatory Budgeting in the cities of Trofa and Condeixa, and a national research on monitoring of Participatory Budgeting experiments (“OPtar”) in 9 cities.
